Victims’ Rights Review is underway
Newly appointed Victims of Crime Commissioner Elizabeth Langdon today announced the commencement of a comprehensive public review of the Victims’ Charter Act 2006 – the first since its introduction 18 years ago.
This review is part of the Commissioner’s commitment to listening and understanding how the justice system can better support victims during their most challenging times and identify areas for improvement within the Act.
To achieve this, the Commissioner is seeking feedback about the Victims’ Charter from the Victorian community, victims and their families, justice agencies and anyone actively interested in victims’ rights.
The Commissioner will report her findings to the State Government by 7 September 2025 for tabling in Parliament.
“We must take opportunities to strengthen victims’ rights wherever we can, to ensure victims are central to justice processes and to make sure that support services uphold the Charter,” said Commissioner Langdon.
“This is the first comprehensive review of the Victims’ Charter since it was legislated almost two decades ago.
“The Charter was developed to set out victims' entitlements and to provide guidance to agencies about how victims must be treated. My review will assess whether it is still working and where it needs to be adapted to benefit victims today.”

"My goal is to ensure that all victims of crime feel empowered and supported throughout their journey in the justice system," said Commissioner Langdon.
The Commissioner said the 2006 Act was groundbreaking in legislating victims’ rights and recognising the profound impact crime has on individuals, families, witnesses and communities.
